Jena Swafford has 17-years of experience as a Public Safety Dispatcher for the Sacramento Police Department. She has served as a radio dispatcher, a tactical dispatcher, a communications training officer, a supervising dispatcher, and the Communications Training Coordinator and Academy Coordinator. Jena was involved in both development and facilitation of POST courses for the past thirteen years to include the POST Communications Training Officer Course, POST Emergency Management Pilot course, and POST Disaster Management course. She was a member of the POST Communications Training Officer Advisory Board which was commissioned to make changes to the current CTO program. Jena is also an Emergency Numbers Professional as certified from The National Emergency Number Association (NENA) Institute.Since March of 2013, Jena has been assigned to the Office of the Chief to build the Sacramento Police smart phone application, work on departmental social media and the restructuring and building of a citywide neighborhood watch program in Sacramento.
Jena holds a Master of Science in Emergency Administration from California State University at Long Beach and a Bachelors of Science in Criminal Justice from California State University at Sacramento. She also has a vocational teaching credential from The Commission on Teaching Credentialing. Jena is a course evaluator as certified by Peace Officer’s Standards and Training. Jena is a POST Master Instructor (MICC6), with her subject matter expertise being in Next Generation 911 technologies and training for new technologies such as text messaging and video to 911 calls, smart phone applications, social media and the impact on dispatchers. She is currently assigned to the Sacramento Police Department, Office of the Chief as the Social Media and Neighborhood Watch Coordinator. Since 2012, Jena has been responsible for monitoring all of the department’s social media platforms, posting information in real time, and creating and posting public safety awareness programs. Jena is responsible for managing and facilitating the neighborhood watch training program and takes an active role in the department’s progressive community engagement programs.
