Kris Allshouse serves as Executive Director for the Los Angeles County Regional Training Center. He is a retired Detective Supervisor and California POST Master Instructor. He has designed and taught over 40 courses for California Law Enforcement including the POST ICI Officer Involved Shooting, Homicide, Burglary, Vehicle Theft, and Identity Theft Courses. Kris was an instructor and curriculum writer for the POST ICI Instructor’s Course, the IDI Leadership Mentoring and Coaching Course, the IDI Advanced Instructor Course, and the Master Instructor Certification Course. In 2000 Kris was distinguished by receiving the Police Excellence Officer of the Year Award for investigative work on a string of gang homicides in Long Beach CA. As a police officer, he has received three other major awards: one for leading a patrol entry team on an active shooter response, one for rescuing hostages in a house, and one for rescuing hostages in a business. In April 2012, Kris was honored to receive the CA POST ICI Robert Presley Founder’s Award. He has received several additional awards for instruction and curriculum development within the POST Instructor Development Institute.

Retired Captain Lance Smith brings extensive experience and expertise to CAL-MASS. During his 27 years of experience with LAPD, he worked numerous assignments, details, and commands with extensive emergency operations. Lance is a certified instructor for the Robert Presley Institute of Criminal Investigations (ICI) and the Incident Command System, Department of Homeland Security, and taught LAPD and Los Angeles Fire Department (LAFD) command staff and personnel for Department wide certification. Lance commanded, organized, and mobilized multiple task forces to investigate significant criminal incidents. In addition, Lance utilized social media as a tool to enhance investigators efforts and intelligence gathering. Lance responded to a multitude of major field incidents and utilized social media to assist in filed command decisions.
Director of Technology
Owen Berger is a police officer with the Los Angeles Police Department (LAPD), and has ten years of law enforcement experience. Owen’s experience with the LAPD started in a uniform patrol assignment, then an assignment with a divisional Narcotics Enforcement Detail where he conducted complex narcotics investigations. After his stint in narcotics, he moved to a Crime Suppression Detail, which involved finding and preventing crime in specific geographic areas, including narcotics-related crime, serial robberies and burglaries, shootings, and gang-related crime.
